The Karnataka Electricity Regulatory Commission (KERC), on June 2, 2026, issued the draft Karnataka Electricity Regulatory Commission (Grid Interactive Distributed Solar Photovoltaic (DSPV) Plants) Regulations, 2026 for stakeholder consultation. The proposed regulations seek to replace and update the existing solar rooftop framework in light of evolving distributed solar technologies, virtual net metering, group net metering, and increasing renewable energy penetration in the State.
The draft regulations broaden the scope from rooftop solar installations to Distributed Solar Photovoltaic (DSPV) Plants of up to 10 MW connected to the distribution network at voltage levels up to 33 kV, with or without energy storage. The framework incorporates concepts such as behind-the-meter arrangements, bidirectional metering, virtual net metering (VNM), group net metering (GNM), and grid-interactive distributed renewable energy systems. The proposal also aligns with the Forum of Regulators’ Model Regulations, 2026, which recommend that net metering capacity should not exceed the sanctioned load/contract demand or 500 kW, whichever is lower.
The Commission has invited objections, suggestions, and comments from stakeholders within 15 days of publication of the draft notification in the Official Gazette. Upon finalization, the regulations will apply to distribution licensees and eligible consumers across Karnataka and will come into force from the date of their notification in the Official Gazette.
